ENRIQUE ROMÁN-MOREY APPOINTED DEPUTY SECRETARY-GENERAL OF CONFERENCE ON DISARMAMENT 20001215The Secretary-General is pleased to announce the appointment of Enrique Román-Morey as Deputy Secretary-General of the Conference on Disarmament with effect from 18 December. The 66-nation Conference, located at the United Nations Office at Geneva, is considered the single multilateral disarmament negotiating forum of the international community, and was responsible for the elaboration of the Chemical Weapons Convention and the Comprehensive Nuclear-Test-Ban Treaty. Mr. Román-Morey will bring to the Conference his long-standing knowledge and expertise in disarmament and extensive diplomatic experience in the Ministry of Foreign Affairs of Peru. Prior to this appointment, Mr. Román-Morey was, since January 1994, Secretary-General of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) in Mexico City. Before that, he held a series of positions in the Foreign Ministry in Lima and abroad, and was appointed Ambassador in 1993. Mr. Román-Morey obtained his Bachelor of Arts in International Relations from the Diplomatic Academy of Peru, and a Master of Arts in Political Science from the Ibero-American University. He was also awarded an Honorary Doctorate by the Mexican Academy of International Law. Among other professional activities, Mr. Román-Morey is a member of the Core Group of the Programme for Promoting Nuclear Non-Proliferation, and is the author of many articles on the Treaty of Tlatelolco.
