SECRETARY-GENERAL SAYS PROXIMITY TALKS ON CYPRUS WILL START 3 DECEMBER 19991115Following is a statement by Secretary-General Kofi Annan, made on 13 November, concerning proximity talks on Cyprus: I have spoken with Glafcos Clerides, and he has agreed to start proximity talks in New York on 3 December, in order to prepare the ground for meaningful negotiations leading to a comprehensive settlement. I have spoken with Rauf Denktash, who has also agreed to start proximity talks in New York on 3 December, in order to prepare the ground for meaningful negotiations leading to a comprehensive settlement.
