SECRETARY-GENERAL WELCOMES ANNOUNCEMENT OF PROGRAMME TO MOVE NIGERIA TOWARDS DEMOCRATIC CIVILIAN RULE 19980721The following was issued today by the Spokesman for Secretary-General Kofi Annan:The Secretary-General welcomes the announcement yesterday by the Nigerian Head of State, General Abdulsalam Abubakar, of a programme to move Nigeria resolutely towards democratic civilian rule. He reiterates readiness of the United Nations to assist in the electoral process. He also welcomes the release of more political prisoners and urges the release of any remaining political prisoners without delay. The Secretary-General calls on all Nigerians to work together towards national reconciliation and a democratic Nigeria. * *** *
