PREPARATORY COMMITTEE ON ESTABLISHMENT OF INTERNATIONAL CRIMINAL COURT APPROVES SECTIONS OF DRAFT REPORT

19960829The Preparatory Committee on the Establishment of an International Criminal Court this afternoon approved several sections of its report to the General Assembly, which were introduced by Committee Rapporteur Jun Yoshida (Japan).

The Preparatory Committee approved sections dealing with the organization and method of work; establishment of the court and its relationship with the United Nations; the composition and administration of the court; procedural questions, fair trial and rights of the accused, penalties; and new proposals pertaining to topics discussed during the first session of the Preparatory Committee. Other sections of the report are expected to be discussed tomorrow.

Also this afternoon, the representative of Singapore expressed concern that only certain delegations had been selected to attend a consultation on recommendations to be made to the General Assembly. He said he was "puzzled" as to the reasons why certain delegations had been excluded. That lack of transparency threatened to undermine the conclusions reached in those consultations, he said. The representatives of China, Cameroon, Algeria and the Democratic People's Republic of China concurred.

Preparatory Committee Chairman Adriaan Bos (Netherlands) said that it was difficult to draft recommendations on organizational matters in consultations in which all States were participating. Those participating had made an effort to take into account the views of all delegations, he said.

The Preparatory Committee on the Establishment of an International Criminal Court will meet again at 10 a.m. tomorrow, 30 August, to continue consideration of its report to the General Assembly.
