PREPARATORY COMMITTEE ON INTERNATIONAL CRIMINAL COURT CONSIDERS REPORTS OF WORKING GROUPS 19960827At a brief procedural meeting this afternoon, the Preparatory Committee on the Establishment of an International Criminal Court took up the reports of its open-ended working groups on general principles of criminal law; judicial cooperation and enforcement; penalties; composition and administration of the court; and procedural questions, fair trial and the rights of the accused.The reports are compilations of written and oral proposals presented by delegations during informal consultations. They are not exhaustive and do not reflect generally held views nor prejudice the future positions of delegations. Committee Chairman Adriaan Bos (Netherlands) said that the reports of the working groups, together with the court draft statute developed by the International Law Commission, provided a solid foundation for the next stage of the work of the Preparatory Committee and stressed that all delegations should be involved in future discussions.
