National Defense University, University of Maryland to Co-Sponsor Symposium on 'Homeland Security: The Civil-Military Dimensions'

The National Defense University (NDU), in partnership with the University of Maryland (UM), will conduct a major Symposium on September 19-20, 2002 at Fort McNair's Eisenhower Hall in Washington, D.C., on "Homeland Security: The Civil-Military Dimensions". This event seeks to examine critical aspects of civil-military relations with respect to actions taken or proposed to secure the homeland since the terrorist attacks of September 11, 2001.

As the nation works to reduce its vulnerability to terrorist attack, there is a need to forge better working relationships between the military, governmental and non-governmental organizations at the national, state and local levels in the interests of achieving a more integrated overall effort. This symposium is designed to enhance civil-military dialogue on the implementation of homeland security efforts since September 11 and to encourage informed discussion of the forthcoming National Strategy for Homeland Security and the proposed Department of Homeland Security. Distinguished experts from government, academia, the private sector, and the media will explore, in plenary speeches and on panels, a variety of issues relevant to the subject. Over 400 participants are expected to attend.

The University Presidents, Vice Admiral Paul Gaffney II, USN (NDU) and Dr. C. D. Mote have invited senior officials from Federal, State and local governments, business leaders, and scholars or private sector experts, to address the audience and to participate in the symposium's one and one-half days of dialogue about the implications of homeland security in the Nation's global war on terrorism. A Cabinet-level official and a senior member of Congress have been invited to provide the opening and closing keynote addresses, respectively. Additionally, the conference agenda includes the following panels and speakers:

Panel III: Role of Science and Technology: Chair: Dr. Timothy Coffey; UM and Edison Chair for Technology, NDU

Panel IV: Legal and Civil Liberties Issues: Chair: Dr. Peter Reuter; professor, School of Public Affairs and Department of Criminal Justice and Criminology, UM

Panel V: The Way Ahead: Chair: Dr. Stephen Flanagan; vice president for research and director, Institute for National Strategic Studies, NDU
