U.S. Environmental Protection Agency Administrator Christie Whitman will announce a new water quality trading policy to cut discharges into the nation's waterways from industry, cities, and agriculture. Joining Whitman will be federal, state, and municipal environmental protection officials and representatives of the U.S. Department of Agriculture and a leading independent research institute.
