The Broad Center for Superintendents Training Academy Comes to Boston; Locals Chosen to Lead and Transform Public Schools

LOS ANGELES, April 11 -- The Broad Center for Superintendents will conduct a training program for the Urban Superintendents Academy at the Boston Hyatt Harborside (at Boston Logan Airport). (A complete schedule is listed below)

The Broad Center for Superintendents is an executive leadership development program designed to develop the critical skills needed to become a successful urban superintendent. Its initial focus is a training academy that prepares future superintendents to meet the unique challenges that urban public school districts face. The Center is a joint effort between The Broad Foundation and former Michigan Governor John Engler.

Eli Broad, public school reform advocate and Founder of The Broad Foundation, said, "The next generation of urban school district CEOs in this Academy is quite promising. Nine of the talented individuals are coming into education from non-traditional backgrounds. They are strong managers with the ability to transform cumbersome bureaucracies into effective high-performing enterprises.

"We have seen significant gains in student achievement in districts run by non-traditional superintendents. In our outstanding group of K-12 education leaders and non-traditionals in the Academy, we are fortunate to have 2 senior retired military officers, 3 executives from charter management and education technology organizations, 2 state government leaders and 2 founder/owners of financial service firms."

The class of 2003 includes Mark Roosevelt and Matt Malone, two successful Bostonians who are aggressive, results-oriented leaders with a passion for improving public education for all children. A third local leader, Dr. Steve Leonard of Boston, is an alumnus of last year's inaugural Academy program.

The two Boston participants are:

-- Mark Roosevelt: Former Legislator in the Massachusetts State House, Former candidate for Governor, and current CEO of Massachusetts Biomedical Initiatives -- a non-profit economic development corporation that works with government, academic and private institutions to start and attract medical companies in the state. He has a Bachelor of Arts from Harvard College and a Juris Doctor degree from Harvard Law School.

-- Dr. Matthew Malone: Current Headmaster of Monument High School, former assistant principal in Duxbury, Massachusetts, and social studies teacher at Jeremiah E. Burke High School in Boston. He received his Bachelor of Science at Suffolk University and his Master of Education and Doctorate of Philosophy from Boston College.

The Academy's Boston alumni:

-- Dr. Steven Leonard: President of City on a Hill Charter School, he has taught at Boston College, Curry College, and Bridgewater State College. Dr. Leonard has also worked with the Roxbury Boys' and Girls' Club, Boston Latin School, Boston English High, Martin Luther King Middle School, and a host of other local educational institutions.

Fewer than 15 percent of applicants were selected to participate in this innovative training Academy for public school leaders. The 2003 class includes 20 leaders from both inside and outside the education sector.

The Academy seeks individuals who are unusually driven, risk takers who want to transform public education, successful senior executives from a variety of backgrounds, dynamic, high achievers from non-traditional and education backgrounds, and successful superintendents from non-urban communities as well as deputy, associate, and area superintendents.

The Broad Foundation deliberately recruits talented business, non-profit and government executives -- along with traditional education leaders -- to participate in this program so that the best and the brightest can dedicate their skills to solving the challenges our nation's public schools face.

Participants in the Academy do not need to leave their current jobs immediately. They attend seven extended weekend training sessions over a ten-month period in locations across the country. Fellowships, including tuition, travel and all program-related expenses, are fully covered by The Broad Center. At the end of the training, The Broad Center will help place participants in urban school districts as superintendents and senior executives.

School superintendents are in charge of our nation's greatest investment - our children. However, many have little training or background in complex financial, labor, management, personnel and capital resource decision-making. In fact, 98 percent of superintendents are trained as teachers -- not managers. Additionally, the average urban superintendent's tenure is just over four years. This program will dramatically change this equation. The Academy curriculum will include the following sessions:

-- CEO Leadership: Developing a vision and theory of action for achieving an effective urban school system. -- Corporate Profit - Student Learning: Learning theories and principles of effective instruction. Understanding effort-based education, standards-based education, testing and assessment. Evaluating theories of action for increasing student achievement, including charter schools and choice. -- Competence: Understanding urban district budgets, including sources of revenue, expenditure categories and fund investment. Identifying strategies for budget development, budget reduction and alignment of resources to district success indicators and student achievement. Identifying key financial issues for the attention of the new superintendent. -- Connections: Understanding the politics of race, class, and gender and how a superintendent can manage the dynamics of diversity -- Career: Becoming more prepared to participate in an urban superintendent search process.

The Urban Superintendents Academy was launched last year. Twenty-three accomplished professionals completed the program in November 2002 and became the first class of Broad Center Fellows.

The Academy expects Fellows to move into CEO or other senior executive positions in urban school systems between 18-30 months after graduation. The first group of Fellows is already outpacing the program's goal. Upon graduation, fully one-third of the Academy's pioneer class had already taken their next career steps. Two Broad Fellows have been appointed as superintendents in large, urban districts. An additional six members of the class -- including three "non-traditional" Fellows with significant experience outside of education -- have been selected as superintendents in smaller districts or have been promoted or hired into senior executive roles in large urban systems.

The Broad Foundation's mission is to dramatically improve K-12 urban public education through better governance, management and labor relations. The Foundation's other major initiatives include the one million dollar Broad Prize for Urban Education, awarded each year to urban school districts that have made the greatest overall improvement in student achievement and The Broad Institute for School Boards, an annual training program for newly elected school board members that is designed to increase student achievement through improved governance.
