Why: Assistant Secretary Lynn Scarlett is in town to speak on "A New Environmentalism: Moving from Conflict to Cooperation" at a dinner sponsored by PERC -- The Center for Free Market Environmentalism - the evening of June 4 (also at the GranTree Inn Convention Center). Her talk is entitled: "A New Environmentalism: Moving from Conflict to Cooperation."

Scarlett has been with the Bush Administration since July 2001. Before that, she was president of the Los Angeles-based Reason Foundation, a nonprofit research and communications organization that aims at improving public policy. Scarlett has developed a national reputation for encouraging innovative solutions to environmental problems and for emphasizing the benefits of local decisions. She works closely with Interior Secretary Gale Norton in developing cooperative ways of improving natural resource management.

Scarlett's talk is sponsored by PERC --The Center for Free Market Environmentalism. PERC, based in Bozeman, is a nonprofit research and education organization that explores market solutions to environmental problems. PERC holds "An Evening with PERC" each year, for which PERC brings a notable speaker to Bozeman. This year's "Evening with PERC" is held during a month-long program called the Kinship Conservation Institute, jointly sponsored by PERC and the Kinship Foundation. Convened on the campus of Montana State University, this institute helps 18 young environmental leaders from around the world better understand and apply market approaches.
