If not, what is really needed to guarantee the solvency and effectiveness of Medicare as the baby-boomers begin to retire? BACKGROUND: Medicare reform is grabbing national headlines, and the Council for Affordable Health Insurance (CAHI) is offering solutions to help modernize the current obsolete Medicare system. Recently, CAHI released a "How-To Manual for Modernizing Medicare" (found at http://cahionline.org/cgi-data/news/files/20.shtml), which gives an in-depth look into CAHI's proposed changes. CAHI has also worked with the United Seniors Association (USA) to create a Seniors Issues and Answers piece, which outlines the current problems with the Medicare program.
