Small Businesses, Corporate Leaders, Gov't. Recognized for Outstanding Achievement in Contracting at SBA Expo '04 in Orlando

ORLANDO, Fla., May 21 -- Two small business contractors, one from Albuquerque, N.M., and one from East Berlin, Conn., were named by the U.S. Small Business Administration as National Prime Contractor of the Year and National Subcontractor of the Year as the agency's SBA Expo '04, a three-day celebration of National Small Business Week, drew to a close today.

The agency also recognized several other commercial contractors, federal agencies and private sector organizations from across the country for superior achievement in government contracting during a luncheon held today in their honor. The luncheon was sponsored by the Kauffman Foundation.

The Small Business Prime Contractor and Small Business Subcontractor of the Year awards honor small businesses that have provided the government and industry with outstanding goods and services either as prime contractors or as subcontractors. The recipients are: Anthony Tenorio, president of Applied Technology Associates of Albuquerque, N.M., (Small Business Prime Contractor of the Year Award recipient) and Ms. Rosemarie Micacci Fischer, CEO of TM Industries Inc., of East Berlin, Conn. (Small Business Subcontractor of the Year Award recipient).

The award recipients hail from a diverse field of enterprise and provide a wide array of services to the government, including: forestry services, government mapping and charting production services, satellite ground systems construction services and the manufacturing and design of optical systems for defense and scientific customers.

"As the end of our National Small Business Week celebration draws near, I would like to recognize these small businesses, industry leaders and government officials for their outstanding commitment to meeting and exceeding their federal contracting goals and their continuous efforts to ensure that small businesses have access to the more than $240 billion in contracting opportunities in the federal marketplace," SBA Administrator Hector V. Barreto said.

"Small businesses are our country's job creators, and when they are awarded government contracts, our entire economy gets a shot in the arm," continued Barreto.

The awards recognize these businesses and organizations for their commitment to providing contracting and subcontracting opportunities to small, women-owned businesses and small disadvantaged businesses.

The SBA Expo '04 featured several events and ceremonies focused on federal contractors, the Prime Contractor of the Year and the Subcontractor of the Year, and a two-day Business Matchmaking event, which paired small businesses with government agencies and large corporations for potential contracting opportunities.

Other federal contracting awards included:

-- Dwight D. Eisenhower Award for Excellence, recognizing large prime contractors that have excelled in their utilization of small businesses as suppliers and subcontractors. The recipients are: Hamilton Sundstrand Space Systems International Inc. of Windsor Lock, Conn. (Manufacturing Category); Washington Group International of Boise, Idaho (Construction Category); Harris Corp. of Melbourne, Fla. (Research & Development Category); and Dyncorp, a CSC Company of Fort Worth, Texas (Services Category).

-- Gold Star Award, recognizing the exemplary performance of federal agencies and their dedicated personnel who carry out the aggressive goals and strategic initiatives that help ensure a role for small business in the federal marketplace. The recipients are: Linda Wright, director of the Department of Defense Naval Facilities Engineering Command, Office of Small and Disadvantaged Business Utilization; Thelma Toler, director of the Executive Office of the President, Office of Small and Disadvantaged Business Utilization; T.J. Garcia, retired director of the Department of Commerce, Office of Small and Disadvantaged Business Utilization, and Robert Faithful, director of the Department of Interior, Office of Small and Disadvantaged Business and Utilization.

-- Frances Perkins Vanguard Award, honoring government and industry for excellence in the use of women-owned small businesses as prime contractors and subcontractors. The recipients are: the U.S. Army Corps of Engineers-Louisville (Ky.) District and the Science Applications International Corporation of McLean, Va.
