
National Council On Disability Nominees Confirmed By U.S. Senate 7/29/2002

Quigley of the National Council on Disability, 202-272-2004 or 202-272-2074 (TTY) WASHINGTON, July 29 -- Five of President Bush's nominees to the National Council on Disability (NCD) were confirmed by the U.S. Senate on July 26, 2002, the twelfth anniversary of the Americans with Disabilities Act (ADA). Those confirmed are: Lex Frieden, Houston, Texas, as chairperson. Mr. Frieden is senior vice president at The Institute for Rehabilitation and Research (TIRR). He is also director of TIRR's Independent Living Research Utilization Program and professor of physical medicine and rehabilitation at Baylor College of Medicine. Young Woo Kang, Ph.D., Munster, Ind. Dr. Kang is an author and the founding president of Education and Rehabilitation Exchange Foundation, International, a non-profit organization in the United States and Korea that promotes equal participation for people with disabilities through an annual international conference on disability issues. Kathleen Martinez, Oakland, Calif. Ms. Martinez is deputy director of the World Institute on Disability, a nonprofit research, public policy and advocacy center dedicated to promoting independence and societal inclusion of people with disabilities. Carol Hughes Novak, Tampa, Fla. Ms. Novak is the parent of a 26-year-old son who has severe cerebral palsy. As a member of the Bush-Cheney 2000 Disability Advisory Coalition, she contributed to the development of the New Freedom Initiative. Patricia Pound, Austin, Texas. Ms. Pound is the executive director of the Texas Governor's Committee on People with Disabilities. She is the founding president of the Coalition of Texans with Disabilities and a current member of the National Association of Governor's Committees on People with Disabilities. NCD is an independent federal agency making recommendations to the President and Congress on disability policy. In 1986, NCD first proposed and then drafted the original ADA. Currently, NCD is coordinating a multi-year study on the implementation and enforcement of ADA, the Individuals with Disabilities Education Act, and other civil rights laws.
