DEPRESSION TEN VERY NEAR TROPICAL STORM STRENGTH (See the NOAA National Hurricane Center for the latest information on this storm. Aug. 28, 2003 � The NOAA National Hurricane Center in Miami, Fla., reports that at 11 a.m. EDT the center of Tropical Depression Ten was located near latitude 15.1 north, longitude 37.0 west or about 820 miles west of the southernmost Cape Verde Islands. The depression is moving toward the west near 21 mph, and this general motion is expected to continue for the next 24 hours with a gradual decrease in forward speed. Please credit “NOAA.”) Maximum sustained winds are near 35 mph with higher gusts. Conditions are favorable for strengthening, and the depression is likely to become a tropical storm later Thursday.
