When?," a presentation at the University of California, Berkeley.   WHEN: Thursday, March 23, 4 p.m. to 5:30 p.m.   WHERE: The living room of the UC Berkeley Goldman School of Public Policy, 2607 Hearst Ave.   WHO: The presenter will be Robert Reischauer, president of The Urban Institute, which has 10 public policy research centers: He also was director of the U.S. Congressional Budget Office from 1989 to 1995 and a former senior fellow of economic studies at the Brookings Institution.
