HHS ANNOUNCES $710 MILLION IN GRANTS TO STATES FOR HIV/AIDS CARE AND MEDICATIONS
HHS Secretary Donna E. Shalala today announced the award of $710 million in formula grants to 50 states, the District of Columbia and U.S. territories to improve access to HIV/AIDS primary care, support services and medications for people living with HIV/AIDS and their families. This amount includes $461 million earmarked for state AIDS Drug Assistance Programs (ADAP), which provide financial assistance to purchase HIV medications. "These grants reaffirm the Clinton administration's commitment to provide vital HIV/AIDS health care to communities most in need," said Secretary Shalala. "This is especially critical for more than 100,000 people unable to afford the high cost of life-saving HIV/AIDS drug therapies." The grants are funded under Title II of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, which provides HIV/AIDS care to low-income, uninsured and underinsured individuals affected by the epidemic. The CARE Act is administered by HHS' Health Resources and Services Administration (HRSA). Title II formula grants are based on a calculation of the estimated number of people living with AIDS in the state or territory. Since FY 1996, separate funds have been earmarked under Title II to support state ADAPs in purchasing pharmaceuticals for people living with HIV/AIDS. States also may designate a portion of their Title II formula grant to support ADAPs. "The assistance that states and their AIDS Drug Assistance Programs receive under the CARE Act is instrumental to improving access to care and prolonging the lives of people with HIV/AIDS," said HRSA Administrator Claude Earl Fox, M.D., M.P.H. Since the CARE Act was first funded in FY 1991, nearly $6.4 billion has been appropriated including more than $2.65 billion for Title II. Since 1996, Title II funds have included $965.5 million in earmarked ADAP funds for states. Services provided through the CARE Act now reach an estimated 400,000 individuals. * Following is a list of FY 1999 Title II and ADAPs grant awards.
