HHS Awards $227.7 Million to 49 Cities to Provide Care to People Living with HIV/AIDS
Health and Human Services Secretary Donna E. Shalala today announced the award of $227.7 million to 49 eligible metropolitan areas (EMAs) to provide care to Americans living with HIV and AIDS. The grants, issued under the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, were made in 20 states, the District of Columbia and Puerto Rico. Title I of the CARE Act provides assistance to metropolitan areas hard hit by the epidemic of HIV/AIDS. "In this time of encouraging progress in the treatment of HIV disease, the Clinton administration is determined that people living with HIV/AIDS have access to high quality primary care," said Secretary Shalala. The Ryan White CARE Act is administered by the Health Resources and Services Administration, an HHS agency. HRSA Administrator Ciro V. Sumaya, M.D., M.P.H.T.M., said "Through the Ryan White CARE Act, HRSA funds needed care, where it is most desperately needed, to those in greatest need." Support for the CARE Act has been a major priority of the Clinton administration. In the last four years, funding for the Act has increased by 159 percent to $996.3 million. Title I formula grants support a wide range of medical and support services for low-income uninsured and underinsured individuals. An estimated 293,000 people received services from CARE Act grantees in 1995, the most recent year of reported data. Eligibility for title I grants is based on a minimum of 2,000 AIDS cases reported by an EMA during the most recent five years of data collection. Eligible EMAs must have a minimum population base of 500,000. The 49 EMAs receiving awards have reported within the past 10 years (ending June 30, 1996), a cumulative total of 393,391 AIDS cases, representing 74.83 percent of all U.S. cases reported.
